The problem here (and everywhere one looks, really, when dealing with propaganda) is there is no reference to what "historic averages" refers to. He's simply saying shit that has no reference point. Averages are made to be comparative tools. He just says "they're at historic averages" and (rightly) expects the dumb dumbs to think "OK, that sounds Scientific" and get back to their Slurm and Lucky Charms.
It is a redundancy of language.
