Why would it be oxymoronic? You can't take an average over history? Or compare averages over a history?
If I collect the average yearly rainfall, and compare it with the last 100 years of the same data, aren't those historic averages?
EDIT: Just to be clear -- he is definitely a moron, and what he said is meaningless at best, and false at worst. But I don't think there's anything inherently wrong with the term.
The problem here (and everywhere one looks, really, when dealing with propaganda) is there is no reference to what "historic averages" refers to. He's simply saying shit that has no reference point. Averages are made to be comparative tools. He just says "they're at historic averages" and (rightly) expects the dumb dumbs to think "OK, that sounds Scientific" and get back to their Slurm and Lucky Charms.
Correct. It's still higher than it has been under any other president.

Isn’t the term “historic averages” an oxymoron? Or is Xiden just a moron?

The Gift of Clear Vision is often painful.
I was thinking in terms of at any point in history the average to that point is historic. Maybe I’m not thinking clearly on the term.
But for sure he certainly can’t say historic lows, as Trump could.
