I think he is trying to say that counties should focus first on killing the elderly before killing the children. I guess that makes sense 😳

He is trying to say 'cure children'. His accent is thick and English is not his first language.

Wrong, handshake. The "U" sound is very pronounced with Indian dialect, it would sound like "kiyooare" so clearly he's not trying to say cure.

Also Indians are required to learn English in school, he's been speaking English for longer than you have in all likelihood.
