The video I've seen shows Bidet handing the kid something. I thought it was his dirty mask at first, but looks too flat. Maybe it was a challenge coin. Politicians love those things, makes them feel like they're military.

So watching it a few times (Starting at roughly 12:30 into the linked video) it looks to me like Brandon had 2 masks in his hand getting off the plane and hands one of the masks to the kid who then puts it in his pocket.
Note the 2 masks in Biden's hand before the "handoff" happens and only one mask in hand following.
In the absence of audible dialog, it's easy to imagine Joe saying, "So you two young'uns are going to perform a naked sex scene, and I'm gonna watch....is that ok with you both?"

Think about how the person taking the video clip is focusing in on only the hands. Why would someone zoom down to the hands and not show the faces? It seems staged or fake.

Good eye. The guy is so unbelievably weird. It was uncomfortable the way he put his hand around the young girl's waist instead of her shoulder.

That is not photoshop... would have to be video edited and I hope it was...
As a photoshop expert and occasional video editor, having worked in the TV industry, that looks real.
