I think they magically appear after one reaches a certain number of post points. Mine just appeared one day too.
I remember one of the old mods created them (think it was Espvera (spell check) before he left); I asked for Coming Vince McMahon and still have it today.
I don't think this is it, either. It's probably just a whim of the Mods.
