I don't know that the Bible discourages alcohol consumption altogether, but it does say that you should not be drunk. The words translated "wine" in the Bible sometimes referred to unfermented grape juice as well as the fermented variety. Also they drank watered-down wine. So the Bible is not always referring to a beverage with significant amounts of alcohol when people are drinking wine.
