I will try and look for it - but what I recall is that in the Law of War manual, the POTUS had to wait for one year (or a year and a day) after issuing the order to peacefully disassemble before foreign interference/occupation can be both legally determined and become actionable. If there are any frens who may recall where this framework is articulated, I would be much obliged.

Can someone ELI5 why the Law of War Manual says we must allow an occupying force to rule us for a year before we can act?
I've heard Geneva Conventions and Law of War have to do with this, but don't understand the underlying logic so can't quite put the puzzle pieces together

This I think is something to do with giving an allowable investigation period before telling the normies the bad news and arresting all their heroes.
It also may also have something to do with full filling certain requirements to keep NATO and UN troops off of American soil.
