The PM has apparently been a Janus with Moscow. He enjoys a good relationship with Russia, but at the same time has allowed 16,000 Western NGOs to operate all over Kazakhstan. Russia has sent in some troops. I'm assuming this would only be as a result of the Kazakhi government asking for Moscow's assistance. Remember, Kazakhstan is old Czarist territory and it was carved away from Russia by the Bolsheviks immediately after the Soviets came to power. The northern half of Kazakhstan is part of what is commonly referred to as the Russian Steppe. The Volga River runs just west of the Kazakh border. Russia definitely has a legitimate historic claim to this region.
No matter what happens in Kazakhstan, I do not believe Russia would ever allow UN troops to enter.
This is a region that could begin a hot war, with China and India also in the region.

I think you are right. Putin is not going to allow any further destabilization on Russia's borders. They learned some hard lessons allowing the West a foothold in Ukraine.
