What's the problem getting through the Van Allen belts? That was the first thing discovered by Explorer I in 1958. They are high enough that we don't need to mess with them in Low Earth Orbit. They are called bolides, and, yes, they basically vaporize. The Arizona meteor had enough kinetic energy to do just that. What do you expect when you are dealing with a megaton level of energy release? That there would be pieces left behind? There are plenty of smaller meteorites that have been recovered, both as museum pieces and as personal finds.
I have no idea what you are trying to claim from NASA, but the Apollo crews went through the Van Allen belts. High altitude satellites go through them on their way to geostationary orbit. It is absolutely not like microwave radiation. It is energetic electrons and protons. One needs shielding and short exposure time.

Why would going to the Moon change anything on Earth? Were you disappointed or something? We stopped going to the Moon because it became politically unpopular and because the NASA bureaucracy had a "better idea" in mind (the Space Shuttle). This is rather old history. I had the good fortune to work with mentors who were involved in the Apollo program and its predecessors, so I got my knowledge from direct contact with people who knew.
