Did't Trump sign something that took all military funding away from the CIA that went into effect last January? Does anyone know if this is still active? If so, where do their funds currently come from to run a psyopp?

Basically Trump brought into effect an order originally written by JFK that neuters CIA. On top of that he also wrote an order where all Spec Ops reported via a seperate command and were no longer assigned to CIA.
