Very good question. I believe there are certain actions which are required from the DOD War Manual but not sure of what they entail. Will look at it and try to find particulars.
Except for a vote in congress, no. Trump has openly stated more than once that the country is at war and that he is (when he said it) a wartime president. Patel Patriot's devolution series sources it all out quite well, although I've also seen videos he didn't include.

Sure. But unless people agree on what "supreme law of the land" means, the acknowledgement itself has no meaning. I don't know what you mean when you use the term. Which is, of course, the reason why it's all written down.
There's a whole separate argument about informing people, when the means of communication (the media) is so infiltrated by the enemy.
It would be the Constitution.
Of course, having it all written down hasn’t really helped, has it? Hence our Founding Fathers explicit warning that the documents they created were only sufficient to govern a moral and religious people.

This is a covert war, President Trump's entire presidency was a sting operation against the deepstate. I think he fulfilled his obligation to tell us we were at war. If you have not seen it or felt it, I'm not sure what else you are expecting.
If Trump were to come out and announce his intentions and make his statement clear to the entire world, the cabal would have fought back with extra resolve. Handing Biden the White House gave the deepstate a moment of calm, they thought they had won the war and they dropped their guard. Little did they know they war had just begun.
Over the last few years the Trump admin has been covertly maneuvering the deepstate into no escape situation through move and countermoves. Its like chasing down the King in a game of chess and at the end you declare "Checkmate".
