Cruz didn't ask about CIA, did he? And isn't the CIA banned from domestic operations?
I would find it very hard to believe they abide by that.
There's that whole "DC is a foreign land" thing.
DC = United States
The United States of America signs treaties with other countries, not the United States.
The United States of America is a member of the United Nations, not the United States.
Passports say United States of America on their cover and list nationality inside as United States of America, not United States.

Ask yourself why they have to mention United States and United States of America in the same code section. It is because they are NOT identical!
Didn't the Founders use "these united states of America," as opposed to "The United States of America?"
At one point in history we were called United States of Venezuela. Why not just United States, because it´s obvious we´re also Venezuelan. Please, apply a little more logic and reasoning next time.
If you think of that logically, the CIA would only be allowed to legally operate in DC; not merely their HQ, but actual operations.
And inside other foreign countries, like Toronto. But that's not entirely true: they could do legal activity like buying equipment and do firearms training in the US, but only do spy stuff outside the US.
They're "banned" from domestic ops, just like people are "banned" from drunk driving. Just because there's words on paper doesn't mean it carries any weight before an act is done.

The CIA is actually pretty patriot heavy from my experience. Obviously this excludes leadership. My money is on the FBI.
