It's really a catch phrase that's been used to advertise Melbourne's attractiveness for decades, but it really is an amazing city to live in. We don't really take it that literally but we've been playing it up for pride, that is until a certain madman ruined it all.
Melbourne's story parallels many US cities such as San Francisco, CA under the governance of Californian Governor Gavin Newsom.
I'm not discounting that it could be a [DS] thing too. One possibility that'd sometimes thrown around is that the [DS] designated Melbourne as a "safe haven" world city and wanted to attract a large population for control. That part is not particularly easy to verify since no one here goes around even thinking that's true.
Thinking about it strategically, Melbourne is one of the safest cities in the world and very difficult to reach from a military standpoint. It is however being turned inside out because it's too safe, because no one expects to be attacked from the inside. Such attacks from the inside is the most insidious and yet the most effective vector for control, and if successful Melbourne could become a beachhead for the forces of the Deep State that would be difficult to retake from the outside.
We may not have guns here, but we are very much engaged in total spiritual warfare.
