IDK about private land owners only, but it most certainly shouldn't be ANYONE.
The right to vote should be free to be achieved, anyone should be able to try and EARN it, but earn it they should have to.
There should be IQ tests, psych tests, behavioral tests, background checks, to ascertain if a person has the capacity to vote or not, there has to be a standard there... at least the bare minimum...
Of course such a thing would only work if the whole system that would apply said tests was absolutely, squeaky clean spotless.
Definitely not an easy problem to solve...

Land owners are said to have a stake in the country because if it goes down, so does their investment/home/&c. Someone renting can float to somewhere else more easily(?).

Those Reconstruction Amendments are Pure Evil, and do NOT do what is being claimed....
Yes, they were fully supported by the Republicans, and not at all by Democrats....
But, IF you know how to READ, you instictively know that the current 13th does NOT Abolish Slavery, it simply removes it from The People, and gives it to Govt, as a PUNISHMENT for crimes.....
The 14th Section 2 Sentence 2 needs to be Correctly DIAGRAMMED so as to be correctly understood, and makes VOTING a Crime of Treason....which negates the claim on the 15th Amendment.....
But then, I'm probably preaching to eitherr the choir, or to a brick wall.....
