Could be wrong but I think Trump made Jews exempt from ICC that live in the US. It was something like "Israel/is are exempt, and all Jews in the US are now categorized as Israeli-Americans" akin to African Americans. It was a workaround so they could ban free speech under guise of ethnic civil liberties.
