Before people use this as an excuse to justify being shitty towards one another, I want to point out that claims like this are unsubstantiated and based on personal prejudice not impartial fact. If you decide to accept u/DharmaRising108's supposition as fact, you are doing so of your own choice, but you are objectively wrong.
If you want to bring facts and evidence that these things DO exist, I will gladly listen and review your findings. The reality is no such virus will ever exist. At worse you could maybe have one that effects people differently like how some spicy food reacts differently for different people. But unless there is a substance that exists were one ethnic group can eat it and another one cannot, you will never be able to engineer a disease that has ethnic prejudice. Why? Cause there is only one human race.
Not agreeing with the original point, but if you were fine with some spillover, racial targeting wouldn't be all that difficult in the future. While there are overlaps between racial genetics, there are in fact genetic differences between races, otherwise services like 23 and Me wouldn't work at all.
Come up with a genetic If/Then, and enough gene markers to distinguish the target race(s), and you can make a pretty decent racially targeted weapon. This kind of gene regulation can be found in nature, so it's not as if it's completely outside the realm of possibility, either.
Once again, not saying I agree the vax is a racially targeted bioweapon, nor that genetic differences are grounds for prejudice, but to say that genetic differences don't exist, or to say that such a weapon will be entirely impossible, is foolish.
