Each time you lockdown, lockdown a little harder than you did before. Each time you open up, open up a little less than you did before. That seems to be the strategy.

That hasn't really been happening here to be honest.

Like most things associated with the government in the UK, they couldn't organise a piss-up in a brewery.

It's our fail-safe mechanism of last resort against tyranny - government departments are utterly useless wastes of money with no real competence.
