They do and they work super shady.

Friend of mine got busted selling literal medicinal LSD-25. Massive operation he was doing smuggling it out of a federally approved research lab. Anyway he goes totally awol. Parents freaking out ( he was 17 ). Dude shows up a week later at a house party. CIA made the charges go away and asked him to Join up. Didn’t even make him join. Least that was the claim 😅
