The Schumann Resonance is the vibrational frequency (or resonance) of planet Earth. It is usually (as I recall from years ago) about 7.5 Hz or something like that. In recent years, however, it has been hitting enormous highs in the 150 to 200 Hz range. and they're not 100% sure why. Some people think that humans resonate in the same range, and that when Earth's vibration (the Schumann Resonance) changes, it portends great changes and that humans can also change their frequency to match that of Earth. I can't say I believe that, but it's an interesting concept.

Don't know if there are other monitoring stations, and no,I'm not aware of this one being down before.

Tomsk (1) is still going. OP is looking at someone publishing this data on Twitter on a regular basis, and his laptop is broken (for the next 3 months... ?!)
Schumann frequencies are very low frequencies, they wrap around the globe. If the two measuring stations above show very different data, they might be local disturbances picked up by the antennas.
I believe is the electromagnetic frequencies generated between the ionosphere and the Earth's surface, they are the combined frequencies of the earths magnetic field and the solar wind from the sun hitting the ionosphere.
Just spitballing here, but I don't think I am too far from what it really is.
