True, but I'd say that monkeys are always overtly criminal in their nature. A trained monkey might be a "reformed" criminal, but only a handful could possibly fit that description anyway.
Congress members are covert criminals, but I will admit that line is becoming very thin these days -- pleasantly so.
They're all animals, depending on their function. Some are elephants, others rhinos, donkeys, etc.
Ultimately, however, they aren't human anymore. That's a point I think they all have failed to realize at this stage.
