Speakers (and minority leaders) and committee chairmen have a pretty much power of life and death over bills. And both have said they will kill it. Read today's GP story on the legislation, however. There may be a little House rules tinkering that would allow it to be brought up on the floor if it is killed or tabled in committee and brought to a vote. The story implies that they're 13 votes short, though.

You have to realize, it was just passed in comittee (sp?). Meaning that it still has to go up the chain and get a full vote to become reality.
