That's an interesting concept. Certainly something to ponder.
The only thing is, directly above CA is NYC, which is definitely New York.
So that does provide some context to CA likely being Cali, but this is definitely interesting.

True but it does not say LA or SF. Much of california is red. The Q post specifically mentions NYC which is the only blue part of the state. CA like SA does seem like a reference to a country even though it looks out of place in that drop.
