Um, they require that already. I made a small withdrawal just last week, and the clerks behind the bench know me but still need my ID, and it's always been this way.
Yes because of Fraud and same goes for IRS, I'm not sure how many people are defrauded from their taxes and it's not simple to rectify when it happens.

I won’t be filing taxes if we have to provide all this shit to a 3rd party no less (China?), but don’t have to provide ID to vote. People better take note of this now and say HELL, NO. Did Congress slip this one in?
Doesn't really make any sense at all. Lets say my identity is entirely hijacked and some other party pays my tax for me.. that sounds fine to me!
