A lot of properties on the Texas border are owned "privately", but they're really just owned by people on the pay of the cartels. Think about it. Border patrol is constantly having to deal with the cartels trying to buy out agents. It's tens of millions of dollars. One of the easiest things to do is pay a landowner to look the other way while you build a tunnel under their property.
The National Butterfly Center was mainly built as a way to block border wall being built in that very high traffick region. That is a super hot spot for drug and human trafficking. Any attempt to build there was met with national headlines of "What about the butterflies?!"
I don't think the center itself was doing the trafficking, but its purpose was to block any wall from being built there. They could have built an orphanage there and done the same thing. "YOU'RE GOING TO MURDER TINY TIM FOR A STUPID WALL?!"
Thirteen miles is the approximate amount of levee that the Trump administration intended to convert to levee-border
wall in Hidalgo county, but which had not yet been built. Twenty miles were planned, approximately 7 miles were built,
and thirteen miles remained. It appears that companies are using the claimed need for repairs as a loophole to complete
work on President Trump’s border walls in Hidalgo county. In June work resumed at multiple locations, carried out by
the same company (SLSCO) that had been awarded border wall contracts under the Trump administration.
This work is occurring in locations where border walls have never before existed, and construction had not begun prior
to President Biden’s January executive order. Four locations have been documented so far. In the locations where new
border wall construction is occurring the levees are being carved open, concrete is being poured into freestanding molds
to create solid vertical wall panels and they are being topped with bollards.
That 13 miles of Border wall was the real reason the Butterfly Center existed. They were there to block it from happening. It got built anyway. Now there is no point for them to exist.

Before he was elected, President Biden promised there would be no additional border-wall construction under his administration.
In December the Center filed a formal notice of intent to sue the U.S. Department of Homeland Security and U.S. Customs and Border Protection for failing to protect endangered ocelots during construction of border levees along the Rio Grande Valley. The notice said the Biden administration was building the levees without any environmental review or attempt to avoid harm to ocelots and other wildlife — a violation of the National Environmental Policy Act and Endangered Species Act.
That's what they're really upset about. The "conspiracy stuff" is them just trying to avoid saying why're they are really shutting down.
