The venue might be a nuclear power plant! I lived near one with two identical towers.
I can't speak for the Olympic venue, but nuclear power plants aren't the only places where cooling towers are used.

No arguments there. Just wanted to point out that seeing a cooling tower is no reason to panic. They're used in more applications than just nuclear energy.
