However, he may not exercise military command over the Joint Chiefs of Staff or any of the armed forces.

And it depends on what he means by "go through". He could simply mean that he didn't listen to a word of "advice" he received from Milley or that he didn't even include him in the discussion to "advise" him, instead going straight to our, once again, "incredible" generals.
