As someone who worked with classified material professionally, I would point out that any materials relating to a compartmented activity would not normally be considered "Presidential papers." Classified Presidential executive orders might probably be so considered, though. But Trump would be breaking no law if his possession of such papers was cleared and authorized...by the President-in-Exile.
