They are REQUIRED to keep all their records and documents for their archives as part of the Presidential Library. When it opens, those records go there and are kept secure until going thru the process of declassification for the Presidential Library itself.
Also, iirc, [Hussein], Dubya, Slick Willy, and Poppy Bush ALL had this same "controversy" when [they] were getting [their] "libraries" ready for construction.
The difference here is who we're talking about today. And the fact that he didn't steal or destroy anything when he "left."

After thinking about it more, the timing here is mirroring the announcement of the U.S. Freedom Convoy to D.C. There was virtually no mention of this until now. Not even rumors of rumors.
As someone who worked with classified material professionally, I would point out that any materials relating to a compartmented activity would not normally be considered "Presidential papers." Classified Presidential executive orders might probably be so considered, though. But Trump would be breaking no law if his possession of such papers was cleared and authorized...by the President-in-Exile.
