Since an across the board strike would likely fail why not sabotage the just in time critical supply lines and watch the cities consume themselves. Another option would be for all truckers to refuse all paper loads. Not deadly but super inconvenient. No toilet paper, napkins, paper towels, copy paper, etc. It's hard to administer government without consumables.
