That is correct. That information was released in the news. The UK government and military will use that signal to talk about her death. I suspect it'll appear in the news shortly before it happens as a heads up to more aware people.
Apparently most royal family member's death is a bridge comm. Prince Charles's death is also named after a bridge in Wales. It appeared on an episode of The Crown.
I'm still not seeing London Bridge is down, but I have a feeling it'll be more subtle at first.

It’s Menai ( Men eye) the Worlds oldest and possibly most beautiful suspension bridge.
There is a replica of Nelsons Column close to it that was built by the Marquess Of Anglesey. He lost a leg at Waterloo. He was so jealous of Nelson and his fame that he built the tower with himself on top and on the foreshore below he placed a replica statue of Nelson. So that he could look down in him forever more.
This class of people have always been vain.
