If the NSA gave contractors access to White House computers through a program approved and signed into law by President Trump, Rogers could have been just as much in the dark as anybody else.
It's really hard to know the answer to that, but I highly doubt Rogers was setting up Trump by telling him about the spying, unless he's a stereotypical James Bond movie villain, of course.
