Q timed the execution, though. If it wasn't a WH operation, revealing it would disclose a big leak. After reading this, I'm more inclined to think that Joffe gave himself up as a double-agent to white hats, who besides incriminating McCain, also allowed WH to use his company as the shell for the IP addresses. Given his past (see the comment by u/impera below) the transfer of IPs to his company wouldn't raise DS alarm bells.
