The only I wonder about that is that I believe all Canadians are taught both French and English. I would expect the Québécois would still understand English.
Ameribro who has been to Quebec. Many Quebec people I interacted with understand English better than they speak it to a native speaker. The ones who speak English decently are still limited by a more basic vocabulary based in getting by in everyday situations and interacting with bureaucracy. It was deceiving because one moment they really can converse and suddenly you smash into a cultural language barrier, especially if you’re American. They do not like using English and don’t work on it much beyond what they need.
