It's a typical marketing ploy. Here's our new thing but it's only for the Special People. Then the more that people can't have it, the more desirable it appears to be!
Google did the same thing with their social media platform. I genuinely can't even remember what it was called; they have abandoned it now anyway. I do recall though that you needed an invite from an existing member and people were fighting to get one.
Obviously, any such platform needs mass adoption if it is to be any good so I doubt that the "sorry you cannot join our exclusive club" will last very long.
There is the possibility that Trump just wanted his own platform to speak freely on. The idea of creating demand due to limiting availability doesn't always work though. I remember many years ago when I used to play MMO games online, at launch those types of games would be packed with queues but after a month or two the player base would go way down.
It's that whole first impression thing. Without pushing hard as possible, Truth Social will be no more popular than Parlor or Gab.
