We need a PAL (Possession and Acquisition License) to be able to buy or own a firearm or ammunition. This license requires a 1 day course with a multiple question test and a hands-on test. If you want a "restricted weapon" designation added on to your license (for all handguns and other nasty looking weapons) you need to take an additional half-day course.
There is such demand that the RCMP, (who issue the PALs) is 4 months behind in processing.
I took the courses and am glad I did. Learned a lot of essential safety practices and a solid base in how all firearms operate, as well as all the legalities involved.
Are all guns registered? I personally feel here in the U.S. most guns are not. I know so many people that have guns that have been handed down from generation to generation. I would be Americans have over a billion guns.

Just the "restricted" ones. Regular rifles and shotguns are not.
To add to my post: Once you have the "restricted" designation added to your licence, you have a criminal background check performed on you every day.
