Yes, that is how it works. However, there are three major parties in the Federal government: Liberals, Conservatives and NDP.
Trudeau has a minor government, but the NDP have been voting with him throughout this whole term. If they continue to do so (why would they stop?), then Trudeau will never get voted out. Unless it's the will of the globalists.
