That would be an absolutely terrible idea. Even the cabal isn't so stupid as to put facilities below a nuclear power plant.

Why not? It's a great way to stay out of sight indefinitely without outside interference due to "radiation". And not saying the DUMB was right underneath the sarcophagus, but in the area of Chernobyl
