Even in training, you use a weighted replica. During an invasion, such as what is being reported, we issue real weapons with a cleared chamber and an empty mag. It takes less time than making wood cutouts. All the way around, this is just plain odd. Anyone without experience training foreign military/militia wouldn't realize how odd this is, especially in an imminent invasion.
