Racine had similar events to agitate the community including highly questionable police involved shootings leading up to these events. It’s also curious that Milwaukee and Racine replaced their police chiefs, with Racine going to Ohio to recruit and making him one of the highest paid in Wisconsin after giving extra bonuses, gifts and community positions to the outgoing chief and his wife including with the Community Foundation. The chief before him was deemed untrustworthy by judges and was promoted and removed amid scandals, discrimination and cover-ups of crimes and corruption among officials.
