That's in Ecuador I believe, very strict gun laws mean it's a pretty null point and it's hard for the poor to legally own weapons. Nothing over 9mm, and you can't import anything. Three arms manufacturing companies in Ecuador, lots of price gouging since LEO and citizens are competing for the same supply
