The argument is based on the idea that the USA has done everything possible to block the pipeline from being built.
I don't know for sure, but I don't recall any significant US opposition to the pipeline until PDT called out Germany and blocked the pipeline. Then once Biden is president, suddenly the pipeline is on again. Am I correct about this?

I think that the argument does not make sense. Biden only had to maintain PDT's policy on the pipeline if he wanted to keep the pipeline offline.
