Makes sense. People who are moral won't commit crimes or want to lie, cheat, and steal. Those who are immoral won't be stopped by laws or constitutions. The best guarantor of a moral people is the Christian religion which has shaped the world since our Blessed Lord Resurrected from the dead. You don't have to be educated to be taught that you will be held accountable to God if you are bad in life.

Our Constitution was made only for a moral and religious people. It is wholly inadequate to the government of any other.”
