Who is Trump saluting? Norman asked this question several times. Wish it was easier to look through a user's comment history to search for specific terms... alas...

Technically POTUS is not required to salute while in civilian attire. However, it's become modern practice for Presidents to do it anyway. One might expect that Trump would be initiating the salute to whoever was in the helicopter though, as opposed to returning it... how could he see a salute being rendered? So to whom might he initiate a salute? Typically, that'd be a superior. Who is superior to POTUS? None. POTUS is commander-in-chief. We sure that Trump at that exact moment, is actually POTUS? 25th Amendment? Perhaps he triggered section 3 of the 25th when he went to Walter Reed? If he was in serious condition, wouldn't it make sense to "temporarily" had over powers to the VP, Pence? He couldn't discharge his duties while in the hospital. He only had to inform Grassley and Pelosi. Not required to inform Congress, the media, or the public. Trust Grassley. Pelosi may have been required to keep her mouth shut as a matter of national security, or perhaps under threat of arrest (if she hadn't already been under arrest). Did Trump ever send a written declaration back to them saying that he was able to discharge his powers? Pence would have remained acting POTUS until Trump sent said message... perhaps this would help explain all of the "military operations" Miller talked about conducting with Pence and Space Force. How could Pence do any of that as VP? Couldn't. VP has no military command. Only POTUS.
