I guess if someone is disabled, and can't physically deliver their ballot which they completed at home, it would make sense to allow someone to deliver their ballot for them, and if that person is also a registered voter and cast a ballot, then it would make sense for them to deliver two ballots.
Just wondering why anyone needs more than one ballot, much less two…
