Legislation was enacted so that the Fed could hire top notch officials and admin staff because Fed govt salaries cap off at a certain level pay grade. This allowed the Fed govt to hire over and above the Fed hiring standards. Under the SES employment as a Fed employee measures were put in place to make it difficult to fire these individuals especially when a new president and thereof his/her administration is elected and that new president wants the agencies to implement his policies.
So, the legislation was done to 'safe-guard' certain status quo policies so that it was made difficult for a new president to introduce new policies according to his agenda for four years.
If we speak of the NWO-Global Governance policy, we see how the Deep State has had the advantage of this contractual laws clause for SES staff. We see it in Executive branch with WH staff; example Alex Vindmann (Trump 1st impeachment trial), State Dept; Victoria Nuland (now in hot water over Russia/Ukraine skirmish), WH staff Fiona Hill, also first impeachment trial.
I'm fairly certain these are SES hold-over employees/staff and see how they stonewalled and subverted Trump's policies. All three should be tried for subversion. (Definition; the undermining of the power and authority of an established system or institution.

Field McConnell has spoken about The SES often, he used to have a web site called AbelDanger where he published a lot of great information. His sister, Christine Marcey set the SES up from scratch as the real powers inside The Federal Government. Totally crooked and untouchable Fauci is SES.
