I am sorry to say, the largesse of any army is a lost topic, especially when your army is needed to keep the peace in your domestic affairs.
Battle hardened combat troops are a different matter.
Can we at least agree on the first casualty of war? the initial plan? If we with our armchair knowledge and experience in planning and execution can surmise certain weaknesses in a battle far away from shore .....
Would you say the ROC can do the same? Sometimes you have to let the damage be made ..... and then strike the most vulnerable items ......
