He's been beating this drum for over a year. He is reacting to the non-action of people whom he thought would take action--people who were in a better position to take action. But they didn't, so he's risking his life pushing this ahead himself.
It seems like everybody is a critic. That's fine, but we have to do our research before we talk smack about people--especially people who ARE doing the work and actually risking their lives to do so.
