I think helping denotes actively working together in the moment like suggesting Putin and Trump are on the phone discussing Ukraine, which they aren't. Coordinating means there is a loose arrangement that was made previously for each country to do its part to take out the DS.
My thoughts as well. Realistically each head of country should be more concerned with the well being of their respective country than the well being of other countries.
