So, the one in the picture is the Vernon Bain, it's moored in NYC. It is absolutely not ocean worthy, during Sandy it almost sank. This is the only prison barge in the US and they plan on closing it because it is one strong storm from sinking, but they currently lease space to Riker's and make good use of it.
The brits first developed the floating prison concept way back in the 1770's when the Americans rebelled and said, um, no, you can't send any of your convicts here.
So, the brits used floating ships as prisons. Then, someone came up with the great idea: "I know! Let's send them all to Australia!"
And that's how the world's largest island-continent prison was born!
