Uh, it does kind of look that way, but I think it is because the resolution is too low and is blurring the fine details. Attached here is a higher res video which allows you to see him up close. His eyes are welling up with tears and streaming down his face. They do not appear to look unusual in this better quality video. See what you think:

The link I provided showed pretty much his whole Oscar award speech. I watched it in slo-mo to see if I could spot anything off or weird, and I could not.

That video doesn't show the same exact time of the speech when Will was looking weird and the camera cut away from him to show a generic Oscars sign.
They have never cut away from an actor accepting an award for best actor before. Why did they do that?
And why was he having Chameleon eyes?
